The government has set out clearer plans for a reformed post-16 education system, giving learners, educators and employers a more defined picture of what’s ahead.
At the heart of these changes is the introduction of a new third vocational route at Level 3, sitting alongside A Levels and T Levels. This reflects a growing recognition that learners need meaningful, flexible choices as they move into employment, further study or higher education.
By creating a strong third pathway, the government aims to help close skills gaps across key industries, with a particular focus on areas such as STEM, advanced manufacturing and other priority sectors.

There is also a confirmed list of qualifications that will lose funding from August 2027, where they overlap with T Levels or the new vocational route.
While these updates provide useful direction now, a full and final implementation plan is expected in June 2026.
We believe these reforms will bring positive change to the vocational sector by creating clearer, more structured pathways for learners.
That said, we understand that change takes planning. EAL is committed to supporting our centres every step of the way, with ongoing guidance, expert support, and high-quality qualifications throughout the transition.
Centres will continue to have the flexibility to deliver existing qualifications until the new ones are fully introduced.
