This combined qualification was developed to fill an identified gap in the transport industry to support transport managers to achieve a managerial qualification. The Level 3 QCF is designed to have a ‘hands on’ practical approach to manage a transport fleet in a safe, environmental and efficient way.

The content and structure of the qualification has been developed to provide a broad based introduction to the practices and processes detailing effects of the transport industry relating to climate change.

This qualification has been developed in close consultation with the Fleet Operators Recognition Scheme, training associations and industry to ensure that the qualification meets the needs of the transport and education sectors. In addition, EAL has consulted throughout the development of this qualification to ensure that the structure and content meet industries and the candidate needs.

A category B driving license is a requirement of this training. A vocational C or D category driving license is desirable. Centres should ensure that the learners have the potential to achieve the units selected within this qualification. Learners must have the minimum levels of literacy and numeracy to comply with the health and safety aspects of the scheme, the completion of the learning outcomes and the external assessment.

Performance evidence must be the main form of evidence gathered. Competent performance for a unit must be demonstrated consistently (usually a minimum of two demonstrations of performance), and must be sufficient to show that the assessment criteria have been achieved to the prescribed standards.
